Friday 23rd November 2012 - AGM, talk from Cllr Maggie Don Over
50 people gathered for our short AGM and then heard from Maggie Don about her work at KBC on our behalf. Sunday 30th September 2012 - Committee meeting Thursday 21st June 2012 - visit to Boughton House 32 residents were guided round Boughton House in two groups with new guides including our Treasurer Neil Whiteley.
We then gathered for wine and nibbles and wonderful cakes - the latter thanks to Alison Lawrence. A great
evening and a wonderful insight into our local landed gentry. Sunday 10th June 2012 - Jubilee
Party What a great day. 200 people, music provided by Corby Silver Band and Carly-Jane of Vocal Chord;
magician, face painter, balloon modeller for the children; excellent burgers and sausages; lots of people entered into the
spirit of things and wore red, white & blue and bought coloured cakes; the beer ran out (oops!) but the wine and juice
didn't; lots of interesting cakes and nibbles to go with the burgers; and we didn't really need the 2 marquees we
had put up but they were appreciated anyway. Thanks to St Michael's Church for letting us use their garden and to
the many many people who got involved. Sunday 4th March 2012 - Committee meeting Planning
the Jubilee Party. Discussing Site Specific Development Plans and KBC's Local Development Proposals. Members
need to be aware of these and add to the consultation. Thursday 1st March 2012 - CPRE Lecture
on Planning Kevin and Janet attended this talk giving details of the change in planning laws from 1st April
and the need to have planning guidelines in place BEFORE developers put in their applications. Wednesday
25 February 2012 - Planning Policy Committee Kevin attended the KBC's Planning Policy Committee and alerted
members to HARA's interest in a Neighbourhood Plan. Sunday 15th January 2012 - Committee
meeting Planning the events for 2102, discussing parking again.

25th November 2011 - AGM & Speaker 54 people attended our AGM at St Michaels. The Chairman and Treasurer
reported on a good year and all the committee agreed to stand again so were re-elected. Philip Hollobone MP then
took the floor and talked about the economy and the fact that the Government is trying to localise decision making from April
2012 which should enable us to be more ambitious in what we do. He also spoke about the changes to the planning
regulations and said that we should have more power to press for things we want. Sunday 25th September 2011 -
Committee meeting An update on what has been happening over the summer.
Saturday 2nd July 2011 - BBQ 69 residents, 3 councillors, and 2 PCSOs gathered at St Michaels
Church for another excellent barbecue. Wednesday 29th June 2011 - Installation of
Noticeboard NCC Cllr Larry Henson, KBC Cllr Jenny Henson, HARA Chairman Kevin, Secretary Janet and
Treasurer Neil, met outside Paul Harris Butchers to install the new noticeboard. Sunday
8th May 2011 - Committee meeting We were delighted to report success over some issues with roads and
drainage and the placing of a dog waste bin at the railway bridge near Ostlers Way. The new noticeboard has arrived
and we now need to paint the wall ready for hanging. Only 2 households in Queensberry Road expressed an interest in
HARA (with only one actually joining) so we need not bother to change our constitution to include them in the HARA area.
Friday 18th March 2011 - Talk from Cllr Russell Roberts KBC Councillor Russell
Roberts gave us an update on his work as Deputy Leader of KBC and his involvement with "Kettering by the Sea" and
community leisure activities. We then discussed the "big Society" and what it could mean for us.
Sunday 9th January 2011 - Committee meeting We discussed the recent meetings
and outcomes, especially delight about the work on the roads. We planned the events this year and discussed our priorities
for 2011. We will continue pushing on roads, keep a watching brief on planning applications, and we understand Queensberry
Road is interested in joining HARA so will contact them with our next Newsletter. The Directory of Services will be given
with membership cards when people have signed up for 2011.

16th December 2010 - Meeting with MP on "the Big Society" Philip Hollobone MP joined the committee
to talk to us about what the "Big Society" is and what it means for us. Basically, it means "good neighbourliness"
and we will discuss more on this at the March open meeting.
Monday 6th December - Meeting with NCC
over Roads
Cllrs Larry and Jenny Henson joined Chairman Kevin and Secretary Janet who had arranged a meeting
with NCC staff to discuss road maintenance, and drainage, and footpaths... Although there is little
money available, we were pleased to note that Argyll Street is 5th, St Michael's Road 7th and Roundhill Road
8th in order of priority in the area for road maintenance. Meanwhile, NCC hopes to do something about the camber of
Headlands outside the Doctors Surgery where many cars "bottom". Friday 26th November - AGM, Speaker,
Social Evening
50 members gathered at St Michaels Church for our AGM - the current committee have agreed to
continue and the Chairman and Treasurer reported on a good year. Our funds are good and it was agreed to keep
the subs at £5 per household. Cllr Larry Henson then took the floor and gave a tremendous insight
into the work of NCC and KBC which was fascinating and very helpful and useful for us all. Sunday
3rd October - Committee meeting We kept a watching brief on the Planning Applications
over the summer and have been working on the Roads - surfaces, drainage, double yellow lines, camber on Headlands and traffic
round schools. We need to keep on plugging away at these. Lynda Hayes has resigned from the Committee. As
one of the initial team she has worked very hard on various issues, especially residents parking permits and we thank her
very much for her involvement and time. Saturday 3rd July - Summer BBQ It could not have been more perfect - sunny day, wonderful sausages and burgers from Paul Harris Butchers,
great company, unlimited wine, lots of people to chat to including Kirsty and James from the Police, and games for the children
to run riot and work off their excess energy. Thanks to everyone for all their help. We have a wonderful
community who are willing to offer all kinds of useful things including marquees, chairs, bbq machines, children's games.... Sunday 25th April 2010 - committee meeting

Talk by Ian Addis & Social Evening
We had a wonderful talk from Ian Addis about his Kettering childhood
- in fact there was a groan when he said he had reached the end of his tales. 66 members turned up to listen to Ian
and to enjoy the wine and nibbles afterwards. Sunday 10th January 2010 - committee meeting
The
committee minuted their grateful thanks to Mary Bland for her work in forming HARA, and to Ron Dilley for his quiet support
over this last year. Rebecca Garvin-Elliott is moving out of the area so will be resigning and she was also thanked
for her work in forming HARA, obtaining grants etc. These three will be missed. However, we welcomed new Committee
volunteer, Andy Downes of Ostlers Way, drafted the next Newsletter, set our priorities for 2010, progressed the installation
of a community noticeboard, discussed work on the roads, and chose dates for the three meetings this year. ◊◊◊◊◊ Friday 27th November 2009 -
AGM/ Talk by Simon Richardson / Social 51 members attended our second AGM at St Michaels Church to elect the
committee (see committee list), thank Mary Bland and Ron Dilley who are standing down, hear the Chairman's report of the
year's activities and the Treasurer's report that we have £900 in the bank. We agreed to levy
a subscription of £5 per household in January 2010. It was noted that we keep admin charges to a minimum, use
the money to help us support members and are a non profit making organisation. The community noticeboard will cost over
£700, but our local Councillors offered to fund this which is much appreciated. Simon Richardson, Development Services,
KBC, gave an interesting talk on the planning process and answered questions. We all feel more informed now and are
delighted to know that Kettering was the first to develope a Core Spacial Strategy which is now a key element in planning
in all areas in England. Kettering will have a population of over 100,000 in 2015. Wednesday 25th November
2009 - Northamptonshire Police Authority Consultation
Janet attended the Police's consultation to discuss
County wide priorities and issues. Wednesday 18th November 2009 - Safer Community Team Janet
attended the SW Kettering Safer Community Team meeting at which reports of the last three months were discussed and the following
issues prioritised for the next three months : Anti-social behaviour in the Roundhill/Garfield/St Michaels Roads area; Spring
Rise ASB and lorries parking overnight in the Orion Way area. The police had collected over 200 "interaction cards"
and were delighted to say that 75% of these had said there were no issues. Sunday 20th September 2009 - Committee
meeting Discussed roads, litter, the planning application for houses behind 64-68 Headlands and the AGM Sunday
28th June 2009 - Committee meeting Discussed installation of a community noticeboard, reviewed the first year
of operation and planned next year's activities. Appointed a "Roads Champion" who will concentrate
on issues concerning our roads - surfaces, drainage.... Tuesday 26th May 2009 - KBC Planning Committee
meetingRebecca spoke on behalf of HARA at this meeting at which KBC granted permission for a single storey
extension to No 10 Headlands, and 3 houses on the site next to 131 Hawthorn Road. Saturday 16th May 2009 - Litter
pick10 Residents collected 6 bags of rubbish in an hour of walking round the streets and ended up enjoying
a chat, coffee and excellent cakes in Alison's house. Friday 15th May 2009 - Social Evening and BBQ60 residents gathered at St Michaels Church for a very social evening over burgers and sausages (supplied by Paul Harris).
The summer had not quite arrived so we ate inside but did not freeze while queuing and chatting outside. A good evening was
had by all and £100 raised for Victim Support. Wednesday 6th May 2009 - Planning Appeal for "Ferndale"Janet and Ron along with Cllrs Larry & Jenny Henson and neighbours of 17 Headlands, attended the Informal Hearing
at which KBC's refusal of planning application for 32 flats in 3 blocks of 3 and 4 storey buildings was heard. The Planning
Inspector agreed with the Council's decision and upheld their refusal of planning permission. Sunday 26th
April 2009 - Committee meetingDiscussed the various planning applications/ appeals that are being made
in our area. Decided to write to Lord Mandelson to ask for reinstatement of our Post Office on "green" grounds -
reduction of car journeys/ travel to the other post offices. Appointed a Roads "Champion" to try to do something
about road surfaces, double yellow lines, school parking etc. Monday 30th March 2009 - Visit to Houses of ParliamentPhilip Hollobone MP entertained 10 HARA members to a tour of the Houses of Parliament and tickets to the Visitors Gallery
to hear the debate. Saturday 28th March 2009 - Road SurfacesRoger Garvin-Elliott has been
doing an audit of the state of our roads. Kevin and Roger met the Surfaces Engineer in KBC's road contractor agency and
discussed what is possible in the area to improve the roads. He was horrified by the state of Garfield Road and Broadway and
work has already started in those areas. Thursday 26th March 2009 - Meeting the Mayor and her Consort26 Members had a most enjoyable evening in the Mayor's Parlour and discussed all kinds of aspects of the Council's
business and Kettering's future. Monday 23rd March 2009 - KBC photo shootKevin and Neil
attended KBC's photo shoot for those who had received a grant. Lots of people there and good networking. Sunday
8th March 2009 - Committee MeetingOur Finances are looking good with just over £1000 in the bank
but then we paid Janet's mailing expenses. Discussed installing a community noticeboard, future events, road surfaces,
re-installing a postbox, litter and the response to the application to vary the opening hours of 123 Headlands. Over 100 objections
had been sent to the Council. February 2009 - Visit by The Mayor & Cllr HensonMayor Jenny
and Cllr Larry Henson dropped in for tea with Kevin and Janet. Discussed the planning process, Council work, Headlands Area
issues etc. Sunday 15th February 2009 - Committee Meeting We discussed the application to vary the
condition put by the Council on the use of 123 Headlands. The Committee considered that the reasons for the setting
of Condition 9 are still valid. [Condition 9 : the use hereby permitted shall not be carried out before 09.30 hours or
after midnight : REASON to protect the amenities of the occupiers of nearby properties in the interests of amenity in accordance
with policy 47 of the local plan for Kettering Borough and in the interests of highway safety in accordance with policy 84
of the Local Plan for Kettering Borough] HARA will therefore be objecting to the application. If anyone else would like
to comment, replies have to be in by 3rd March. Thursday 12th February 2009 - South West Kettering Safer
Community Team Janet attended this meeting of parties interested in a Safer Community - Police, Environmental
Health, Council, Neighbourhood Watch members and residents. The Police collect "issues" from residents over
three months and the Panel chooses which to address for the next three months. From November, the Police have been addressing
speeding in Headlands but came to the conclusion that it was not an issue as less than 3% of the traffic go over 30mph.
It only seems fast to us watching on the pavement. Notices are up on lampposts and they will continue to monitor the
situation. The Meeting choose as the Police's priorities for the next 3 months : Speeding on London Road; corner
parking in the Hawthorn/Argyll area; and youths gathering in inappropriate places (esp Northumberland Street). Monday
2nd February 2009 - Kettering Forum
Kevin attended the Kettering Forum at which crime statistics were delivered
for April to December(3% down over all Kettering, 13% down in the HARA area); the Town Centre Action Plan Preferred Options
were discussed; the residents parking issue aired; a new 8-8 Health Centre is planned for School Lane; and it was noted that
the A14 is to be widened between Juctions 7 and 9 between 2010 and 2012. Friday 30th January 2009 - Open ForumNorthants County Councillor Eileen Hales spoke to 48 members about her work with the County Council, followed by PCSO Nadia
Norman who gave a very lively report about her role in the police and the decrease in crime statistics. Members raised the
question of lack of visibility on corners due to parking and HARA will see what we can do to follow this up. The meeting ended
with over an hour of chat amongst ourselves and a good time was had by all, with the wine flowing freely and almost all the
nibbles finished. Sunday 18th January 2009 - Committee meetingDiscussed the current planning applications;
arrangements for the Open Forum; follow up from the November meeeting; our request for a Post Box in Hawthorn Road has been
turned down - but we will keep trying. ◊◊◊◊◊ Sunday 30th November 2008 - Committee meetingTwo new members joined the Committee - Ron Dilley and
Bob Wakefield. Agreed to apply for a grant from Northants County Council to instal a community noticeboard in the area; thanks
to our intervention KBC have recognised that The Drive does NOT want parking restrictions imposed; discussed the possibility
of a one-way system; we will discuss the future of the fire station site with Bishop Stopford School. Friday
21st November 2008 - AGM, Talk by Philip Hollobone MP, Social42 members attended our first AGM at Hawthorn
Road School. We ratified the adoption of our Constitution on 15 June; the committee were re-elected and we heard a report
from our Chairman and Treasurer. We have got off to an excellent start, we thank KBC, our Councillors Larry & Jenny Henson
for grants and their support, and are being involved in consultations. Philip Hollobone MP gave an insight to local
affairs including the horrifying fact that North Northamptonshire has the lowest p.c. spend on health and police. The Planning
Application process is being improved, thanks to our input. We have a unique area - with one of the oldest tin churches in
the country, the special community of Hawthorn Road and the proximity to the Station - yet with interesting challenges in
incorporating one of Kettering's top Secondary Schools. Mr Hollobone felt that the fact that HARA exists will help the
Council represent the local community better. We finished the evening with wine and excellent nibbles and a chance to
chat to other members, our speaker and our guests - Mayor Jenny Henson, Cllr Larry Henson and Cllr Scott Edwards. Monday
3rd November - Kettering Forum
Lynda attended the Kettering Forum to hear the results of the Council's consultation
on whether to impose Parking Restrictions in Broadway, Hawthorn, Glebe, Argyll, Garfield, Roundhill... Our area sent in a
petition of over 500 names against the proposals and over 40% of the members also responded by returning their questionnaires.
Residents Parking will not be imposed on this area. Sunday 19th October - Committee meeting

details for our AGM, drew up Newsletter, discussed KBC's proposal to implement Parking Restrictions in the Station Zone.
Discussed the Council's Development Plan - we can have input into the Headlands Site Specific Development Plan when they
start consulting early in 2009. Friday 10th October - KBC Parking Restrictions meetingKevin,
Janet and Lynda attended KBC's consultation evening for residents in the Station Zone. Our Council have sent
all residents in the Zone a questoinnaire asking if they would like restricted parking. There needs to be a positive
response by at least 60% of the residents before it will go ahead. The streets affected are Queensberry Road, The Crescent,
and The Grove - all of whom DO want restricted parking. Also affected are Broadway, Hawthorn Road, Roundhill Road, Garfield
Street and Argyll Street - most of whom seem NOT to want restrictions imposed. We encourage people to complete their
questionnaires by 31st October which is the deadline. Also going round are petitions. Saturday
4th October - meeting with Cllr Hales Northants County Council Counciller Eileen Hales met the Committee to
discuss her remit and how we can work together. Saturday 4th October - Litter picking 16 HARA
members, 4 Police Community Support Officers and 3 Kettering Muslim Association members met outside 123 Headlands and had
an hour's litter picking under the guidance of Dave Clarke, Kettering Borough Council. 9 large bags were filled,
the place looks tidier and we all had a good time chatting to other members, the police and the KMA. The KMA kindly
invited us in afterwards and plied us with warming hot drinks and lovely biscuits. Saturday 4th October - committee
meeting Discussed various planning applications and the consultation on the Town Centre Action Plan. Wednesday
1st October - KBC Task and Finish Group Kevin and Mary attended the Council's working party to look into
the planning application process. The meeting was chaired by Philip Hollobone MP and was a very useful evening with
everyone having a lot of input and suggestions. Monday 22nd September - Meeting with Council The
Committee met Cllr Hakewill, Leader of the Council, Cllr Terry Freer and council officers to discuss HARA and preserving the character
of the area. A good meeting with useful contacts emerging. Sunday 21st September - Committee meeting Finalised details of the litter pick, discussed the Kettering Town Centre Structure Plan. Grant of £300
received from Kettering Borough Council. Kettering Forum HARA has been invited to join the Kettering
Forum and Kevin attended this meeting. The Forum is an opportunity for Councillors and representative bodies to discuss
issues of common concern. early September - Town Centre Consultation Members of HARA and members
of the committee attended various workshops run by KBC to discuss the proposed Area Action Plan for the Town Centre. Sunday
14th September - Committee meeting Equal Opportunities Policy and Health and Safety Policy adopted.
Newsletter to members and membership card approved. Dates of full meetings fixed. Thursday 31st July -
Kettering Civic Society Kevin, Janet, Alison and Rebecca met Paul Ansell, Chairman of Kettering Civic Society.
We broadly have the same aims and are fighting to preserve the character of the area but it appears that we will not tread
on each other's toes. Sunday 20th July - committee meeting Bank account now open, 60 subscriptions
received; applied for a Grant from KBC; discussed the isses of concern raised by all members on their subscription forms and
decided the three highest priorities are : road surface, post box (to replace Hawthorn Road one), street cleaning/litter. Thursday 19th June - Philip Hollobone MP Kevin, Mary, Rebecca and Neil met our MP with talk ranging
over a wide variety of issues. Mr Hollobone gave us lots of useful contacts. Wednesday 18th June - Kettering
Voluntary Network Janet met an advisor with KVC who could have helped us set up constitution etc etc - all already
done. Various pointers for action and help offered. Sunday 15th June - committee meeting Neil Whiteley welcomed and appointed treasurer; bank mandates completed; headed paper approved; website approved;
constitution approved subject to minor changes to be clarified with John Wilson; letter to residents approved. Monday
9th June - first committee meeting Name - Headlands Area Residents Association - chosen; Website name &
e.mail address chosen; Boundary of area covered decided upon; Aims of the Group outlined; Constitution drafted; subscription of £5 per household decided; note to all members drafted. Wednesday 4th June 2008 -
meeting A meeting of 40 residents was held at which it was decided to set up a Residents Association. A
committee was appointed and powers were delegated to that committee. It was agreed not to pursue any legal
process with the Council regarding the poor handling and poor planning application process but to write to them and try to
change the process for future applicants.
